who are those people that ride the quarter horses on a horse racing tracks that lead the jockeys?

They are simply pony riders, and their job is to lead excitable young racehorses onto the track and accompany them during the warmups and post parade. The minimum age for most of these people is 18.Outriders are the people in red coats ( at some tracks, the coats are green) who escort the post parades and perform numerous other duties around the track. THESE PEOPLE are ALL adults, and they are all EXPERT horse people and riders. They have to be, because their LIVES, and the lives of the people they serve and assist ( the jockeys and exercise riders) DEPEND on their skill in the saddle and abilities at handling excited horses who often are also injured. Outriders have rightly been called a "jockey's and exercise rider's BEST FRIEND", because that's what they are. The horses they ride are either Thoroughbreds or are predominently of that breed, and it's not uncommon for retired racers which are gelded to spend time as an outrider's horse. There's at least one famous horse which is doing this right now, in fact.
Outriders perform numerous duties besides escorting post parades. They are responsible for catching horses which throw their riders, for catching injured horses, and for handling any other emergencies which may come up during a race, such as a rider falling. ALL outriders carry radios for communication with one another and with various other personnel, including the starter and his crew, the ambulance driver and paramedics, the horse ambulance driver, and the track vet or vets. In addition, at least one outrider at every track has a camera mounted to the top of his or her helmet, which in turn is connected to the track cameras. This allows the outrider to assist the racing stewards in enforcement of the sport's rules and state and local laws. The outriders normally will position themselves and their mounts at key strategic locations around the track during races, and there are always at least one or two of them stationed a short distance away from the starting gate in case of problems there. This was evident when Barbaro broke down at the start of the Preakness 3 years ago- at the time, the first person on the scene was the outrider who'd been stationed closest to the gate- and it was he who called the horse ambulance to come and pick the colt up. When Eight Belles broke down last year, the first person at THAT scene was also an outrider. Most outriders are also trained in CPR and first aid, and many of them are familiar with emergency care of injured horses as well. They truly are the unsung HEROES at most major tracks- but they only RARELY, if ever, are mentioned by anyone in the media. Most outriders are men, but there are some women who also do this kind of work. What matters is experience and knowledge- not gender, when it comes to being an outrider.
